Error 42 is related to Windows 7/10 security. You need to run the program with administrative rights:

Right-click on the QuickStep icon and select Properties. Under the General tab, check the
Run this program as an administrator box. 

OR

Right-click on the QSEDITOR.exe file located in folder C:\Program Files (x86)\Control Technology Corporation\CTC Quickstep 3 and select 'Run as administrator'.
